1. Protected Class > Tai-Ahom, Chutia, Koch-Rajbongshi (including Koch) and Gorkha community members, who are bonafide Indian citizens, to be enlisted as Protected Class of Persons in addition to existing classes in Murkongselek Jonai Tribal Belt. This shall apply to those individuals who have settled up to the year 2011. > A new Tribal Belt "Sissi Tangani Tribal Belt" comprising 89 villages under Sissiborgaon Revenue Circle to be constituted The existing Charikoria Tribal Belt to be denotified > The move will ensure land rights to these communities in making use of Govt. land for cultivation and ancillary purposes as well as ensure eviction of unauthorised occupants from Govt. land.

2. Restriction on Land Transfer > There shall be restriction on transfer of patta land to a person not notified as a Protected Class or to any person who is not a permanent resident of the Belt or Block. > This will stop alienation of land of these backward communities in the Belt or Block to undeserving persons.
