Release of First Tranche to selected entrepreneurs under the Chief Minister's Atmanirbhar Asom Abhijan

Chief Minister Dr Himanta Biswa Sharma recently distributed Rs 75,000 each as the first installment to 25,238 selected entrepreneurs under the Chief Minister's Atmanirbhar Asom Abhijan with the ambitious aim of building a self-reliant Assam by helping the youth of the state emerge as self-reliant.
Under the scheme, selected entrepreneurs with general qualifications will receive a total of Rs 2 lakh from the state government. Of this, Rs 1 lakh will be provided as subsidy and Rs 1 lakh as loan to the entrepreneur. Selected entrepreneurs with professional qualifications like Engineer, MBBS or BDS degree will receive Rs 5 lakh. Of this, Rs 2.5 lakh is subsidy and Rs 2.5 lakh is loan. The Chief Minister officially distributed the first installment to 25,064 candidates with general qualifications and 147 candidates with professional qualifications. Of these, 1,156 are in agriculture and horticulture, 502 in fabrication or hardware business, 3,522 in fisheries, 4,855 in services and other sectors, 326 in packaging, 21 in bamboo, rubber and Agar trees, 10,321 entrepreneurs who are self-employed in livestock including poultry, 1,015 in garments, 654 in professional education, 2,509 in paper and other stationery businesses and 163 in wood-based furniture industries.
Candidates of general qualification will have to repay only Rs. 1 lakh of the amount of Rs. 2 lakh received after three years in smaller installments within the next five years. The state government has made arrangements to provide district-wise training to the selected entrepreneurs so that they can succeed in their fields. After the training, these entrepreneurs will be paid the second installment of Rs 25,000 in November this year. Arrangements have been made to employ consultants to help these entrepreneurs to succeed in their fields. Depending on the progress of the enterprise or business, the final installment will be Rs. 1 lakh to the entrepreneur with general qualifications and Rs. 4 lakh to the candidate with professional qualifications.
Assam's Leap Towards Decentralized Governance: Chief Minister's Secretariat, Dibrugarh

The Chief Minister's Secretariat in Dibrugarh is a significant development aimed at enhancing governance and promoting equal development across Assam. Established to facilitate administrative connectivity and efficient grievance redressal, this secretariat will serve a population of nearly 79 lakh( as per 2011 census) people in the 9 districts of Upper Assam.
The office was inaugurated by the Hon'ble Chief Minister of Assam, Dr. Himanta Biswa Sarma, on September 6, 2024, as part of a comprehensive initiative to decentralize governance. The state cabinet's decision to establish the secretariat in Dibrugarh seeks to enhance administrative accessibility for the Upper Assam region, encompassing the districts of Dibrugarh, Tinsukia, Lakhimpur, Dhemaji, Sivasagar, Charaideo, Majuli, Jorhat, and Golaghat.
Key objectives of the Chief Minister's Secretariat in Dibrugarh include: ● Enhanced Governance: Expedite decision-making and implementation of developmental projects. ● Improved Accessibility: Provide a local platform for citizens to submit petitions and grievances. ● Decentralization: Reduce the concentration of administrative power in Dispur, promoting regional development.
The indicative list of the functions of the Chief Minister's Secretariat, Dibrugarh are as follows: 1. District departmental review meetings: ● Periodic review meetings with the District Commissioners from the nine districts to discuss and evaluate various government projects and schemes, law and order, revenue management (including land and excise matters), disaster management, and administrative reforms, including the establishment of new sub-districts. ● Periodic review meetings with the Superintendents of Police from the nine districts to address law and order concerns, administrative matters, and issues related to inter-state borders. ● Review meetings with other departments involved in developmental projects and schemes. 2. Co-ordination with various agencies and organizations for the execution of developmental projects: ● State and Central PSUs located in the districts under reference. ● NFR-Tinsukia Division, Airport Authority of India - Dibrugarh and Lakhimpur, NHIDCL/NHAI, Telecom players etc. ● Industry & Commerce related organizations. ● Tea garden related organizations, associations, unions etc. 3. Engagement with the public and elected representatives to address local issues and facilitate grievance redressal. 4. Efficient management and resolution of public petitions and grievances. 5. Chief Minister's Relief Fund (CMRF)/Discretionary Fund for the systematic and orderly disbursement of funds to beneficiaries. By establishing this secretariat, the Assam government demonstrates its commitment to inclusive growth and citizen-centric governance.

Mukhyamantri Mahila Udyamita Abhiyan

The Government of Assam has taken up the Mukhyamantri Mahila Udyamita Abhiyan to encourage women entrepreneurs in Assam. Under this campaign, steps are taken to extend a helping hand to the members of 39 lakh women's Self-help Groups to establish every woman as a rural small entrepreneur with a minimum income of Rs 1 lakh per annum. The scheme seeks to provide entrepreneurship funds of Rs. 10,000 directly through bank accounts to eligible members of women's self-help groups.
Eligibility Criteria (Seed Capital) - An active member of women's self-help groups who are - * Registered under The Assam State Rural Livelihood Mission * Aadhaar Linked Savings Bank Account Holder * Women who have repaid loans taken earlier from self-help groups, federations, banks, etc. (in this case those who have taken loans from microfinance institutions before 2021 will not be considered defaulters) * At least one income-generating activity involves itself * Having a business plan for one's venture * Women with no more than three children at present (in the case of General/Other Backward Classes) * Women with no more than four children at present (in the case of SC/ST/SC/Moran/ Matok/Tea Tribe) * Mother of girl child studying in school * The owner of the present living and growing sapling planted during the Amrit Tree Movement
Launch of Chief Minister's Nijut Moina scheme

Higher education is essential for women in building a strong and prosperous society. Therefore, the Chief Minister's Nijut Moina Scheme was launched on August 8, 2024, with the noble objective of increasing the enrolment of female students in higher education, making the path of higher education for female students more smooth by providing financial incentives and preventing child marriage in the state.
With this scheme, the Government of Assam aims to cover 10 lakh students in the state in the next three years. Under this scheme, eligible students enrolled in the first year of Higher Secondary, Undergraduate (BA, BSc, BCom), and Post Graduate (MA, MSc, MCom, B.Ed) of all government and venture educational institutions except private educational institutions will be given Rs. 1000, 1250 and Rs. 2500 respectively as per the syllabus for a maximum period of 10 months.
The facility of the scheme covering all the female students living in Assam irrespective of their financial condition will, however, not be available to married students (except postgraduate and B.Ed students), employed B.Ed students, daughters of ministers, MLAs or MPs and students who have received scooters under Banikanta Kakati Banta (under Pragyan Bharati Scheme). Students who avoid the Vanikanta Kakati Award can benefit from this scheme.
With this scheme of reference to the efforts to strengthen the choice of female students by encouraging higher education, the government has not only prevented social ills like child marriage but also highlighted the urgent aspect of physical, mental, and emotional maturity of a daughter at the time of marriage. Covering a wide range of the right to health, education, and protection of children and mothers by reducing the motherhood of adolescence through formal education, this ambitious scheme will surely serve as a landmark step in the all-round interest of society.
Launch of Orunodoi 3.0

The Government of Assam has been taking pioneering steps to transform lives through the largest direct benefit transfer process in Assam under the Finance Department of the Government of Assam. The Government of Assam recently launched the Orunodoi 3.0 scheme through this initiative. The Government of Assam has already taken important steps to improve the quality of life by empowering women by providing Rs. 1,250 per month under the Orunodoi Scheme. The recently announced Orunodoi 3.0 scheme will cover 37.2 lakh new beneficiaries in the state.
Some of the important aspects to avail the benefits of the scheme are - * Valid Aadhaar-linked ration card is compulsory * This scheme is applicable to permanent residents residing in Assam * Facility of nomination for eligible women and persons with disabilities as beneficiaries above 18 years of age • All eligible women including existing beneficiaries will have to apply newly to avail the benefits of Orunodoi
Who can apply? * Widows, unmarried (over 45 years of age), divorced and single women * Third gender * Persons with disabilities irrespective of gender (as per the Rights of Persons with Disabilities Act, 2016) * Women in government registered old age homes and elderly/sick women * If the breadwinner of the household is elderly (over 60 years of age) or disabled, the woman of such household * Women in families with patients suffering from HIV/thalassemia/haemophilia/cerebral palsy/leprosy/autism spectrum disorders * Women from homeless families * Women who live by begging * Women beneficiaries of Antyodaya Anna Yojana * Women from families with total annual income of less than Rs. 2 lakh
Who cannot apply? * MPs, MLAs, Chief Executive Members, Executive Members, former MPs, former MLAs, former Chief Executive Members, families of former Executive Members * Families of existing members of Panchayati Raj Institutions, Urban Local Bodies and Autonomous Councils/Sixth Schedule Gramin Parishad Development Committees (VCDCs). * Families of doctors, engineers, architects, chartered accountants, bank officers, lawyers * Families of teachers of universities, colleges, junior colleges, higher secondary schools, higher secondary schools, upper primary and lower primary schools (including contractual/temporary teachers) * Families of government contractors and suppliers, real estate builders, entrepreneurs, business licensees who pay income tax * Families of businessmen/entrepreneurs, shopkeepers, traders who pay income tax * Land owning families (except small and marginal classes). * Women with four-wheeled motor vehicles * Households receiving funds equal to or more than Orunodoi 3.0 from the State Government under Orunodoi Plus or similar schemes * Families with income above the income prescribed by the Assam Food Security Act under the National Food Security Act
Distribution of money for the first phase of 'Pragyan Bharati Scheme'

The 'Pragyan Bharati Scheme' is an ambitious initiative of the Department of Education of the Government of Assam. Under this scheme, free enrollment is provided to students wishing to enroll in four-year undergraduate courses. Meanwhile, the Government of Assam has paid Rs 68.44 crore to the college/university authorities in the first phase to fulfill the admission process for the academic year 2024-25. The scheme covers 94,838 students in 349 educational institutions.
