* Opening Opportunities for Assam's Engineers • To encourage Assam's youths and startups to be an active participant in the State's construction industry, Cabinet has approved relaxation in Pre-Qualification Criteria of the PWD's Standard Bidding Document, for promoting the participation of unemployed Graduate / Diploma Engineers from Assam. * Bidders will be registered under the category of un-employed engineers and will be exempted from the minimum criteria for registration of contractors. Such bidders - May participate in the bidding process individually, if he/she possesses requisite net worth to the tune of 35 per cent (i.e. 10 per cent of credit facility and 25 per cent as minimum investment) of NIT value certified by recognised CAs. - In case an individual bidder does not possess requisite net worth, he/she may enter into a suitable JV agreement forming a Special Joint Venture (SJV) with an eligible financial partner. * Bidders registered under category of "unemployed engineers" can participate in eligible works such arrangements of major construction equipments, deploying key technical personnel with required qualifications on contractual work. * Ushering in a Bamboo based economy * To promote the usage of bamboo in the construction industry, Cabinet has approved inclusion of Engineered Bamboo Composite Materials in the Schedule of Rates (SOR) in PWD (Building & NH) * PWD has been directed to include at least 5% of bamboo based material in the construction of new public buildings
